Background#

On 27 July 2023 the High Qualification Commission of Judges adopted decision No. 40/zp-23, determining which civic associations met the statutory requirements for participation in the assembly of representatives forming the Public Integrity Council. Sixteen organizations were admitted; five were refused.

the Anti-Corruption Action Center was among those admitted.

What Followed#

No delegate of the organization appears in the PIC’s third composition, which took office on 14 August 2023. The organization took part in the assembly that formed the Council; it did not place a member on it.

Why the Date Is Recorded#

The revised Indicators of Integrity, containing paragraph 1.5, were adopted unanimously on 16 December 2020. By the date of this decision the Council had applied them in negative integrity conclusions against judges over connections to occupied Crimea.

In This Cycle#

The organization took part in the assembly but placed no member among the 23 recorded in the third composition. The decision was taken two years and seven months after the Council unanimously adopted the revised Indicators of Integrity on 16 December 2020. The organization returned for the following cycle and was admitted again in 2025.
