Background#
On 27 July 2023 the High Qualification Commission of Judges adopted decision No. 40/zp-23, determining which civic associations met the statutory requirements for participation in the assembly of representatives forming the Public Integrity Council. Sixteen organizations were admitted; five were refused.
The Center for Civil Liberties, registration code 35139190, was among those admitted.
What Followed#
No Center for Civil Liberties delegate appears in the PIC’s third composition, which took office on 14 August 2023. The organization took part in the assembly that formed the Council; it did not place a member on it.
Why the Date Is Recorded#
By July 2023 the revised Indicators of Integrity, containing paragraph 1.5, had been in force for two and a half years, and the Council had applied them in negative conclusions against judges over connections to occupied Crimea.
In This Cycle#
The organization took part in the assembly but placed no member among the 23 recorded in the third composition. The decision was taken two years and seven months after the Council unanimously adopted the revised Indicators of Integrity on 16 December 2020. The organization did not return for the following cycle in 2025.
