&lt;p&gt;The Centre of Policy and Legal Reform (CPLR) is a Ukrainian think tank founded in 1996, whose stated mission is strengthening democracy, the rule of law, and good governance. Three of its experts served on the PIC second composition simultaneously.&lt;/p&gt;

&lt;p&gt;When a single organization provides five experts — including its #2 leader — to an institutional body, the distinction between individual civic engagement and organizational policy collapses.
