The Centre of United Actions — listed in the PIC’s own composition rosters under its earlier name, Centre UA — delegated Natalia Sokolenko and Halyna Chyzhyk to the Public Integrity Council’s first and second compositions. Both served on the second composition when it unanimously adopted the revised Indicators of Integrity on 16 December 2020.
Halyna Chyzhyk served as a coordinator of the Council’s first composition and is the author of a PIC methodological document already documented on this site — the only publication-type instance recorded among the Council’s members.
The PIC’s Indicators of Integrity, paragraph 1.5, treat a judge who “without urgent need visited the Russian Federation after the start of the armed aggression, temporarily occupied territories” as displaying support for aggression, placing occupied Ukrainian territory and the aggressor state in a single enumeration.
This profile does not allege that the Centre of United Actions has made any statement recognizing Crimea as Russian territory. It has not.

The organization behind a PIC coordinator and the Council’s methodological authorship
The Centre of United Actions, known during the relevant period as Centre UA, is a Ukrainian civic organization. It is documented on CrimeaWatch because it delegated Natalia Sokolenko and Halyna Chyzhyk to the Public Integrity Council’s first and second compositions — the body whose Indicators of Integrity place visits to temporarily occupied Ukrainian territory in the same enumeration as visits to the Russian Federation.
Why This Profile Exists#
Both delegates served through the second composition, including on 16 December 2020, when the PIC unanimously adopted the revised Indicators containing paragraph 1.5.
The organization’s involvement is distinguished from ordinary delegation by the roles its delegates held. Halyna Chyzhyk was a coordinator of the Council’s first composition — one of the two people who led the body in the period when its working methods were established — and is the author of a PIC methodological document that appears on this site as the only publication-type instance among the Council’s members. The Centre’s contribution to the PIC was therefore not only numerical but formative.
The organization took part in neither the 2023 nor the 2025 cycle.

The PIC’s composition rosters record the delegating organization as “Centre UA” (Центр ЮЕЙ), the organization’s earlier name. It is the same legal entity as the Centre of United Actions (Центр спільних дій), registration code 36633761, and both names are given here so that the rosters and this profile can be matched.
What This Profile Does Not Claim#
CrimeaWatch documents no statement by the Centre of United Actions recognizing Crimea as Russian territory, and none is alleged here.
The first composition falls outside the methodology claim: the 2016 delegation predates the Indicators, whose first version was adopted on 11 January 2019, and is recorded as institutional history rather than as a documented instance.
Delegation is not a vote. The delegates voted on 16 December 2020; the organization did not. Halyna Chyzhyk’s authorship of a methodological document is documented on her own profile and is attributed to her, not to the Centre.
Nomination Record#
In the assembly that formed the Council’s first composition in 2016, the organization put forward one candidate and that candidate was seated. It shared no nominee with any other organization in that cycle. Across the assembly as a whole, nine organizations submitted 30 nominations covering 24 distinct people for 20 seats, and 6 of the 20 members elected were nominated by two organizations at once.
Cross-nomination is permitted by the procedure and is not in itself irregular. It is recorded here because the authority of the Council’s Indicators of Integrity rests on the breadth of the body that adopts them, and the published candidate tables are the only public measure of that breadth.
