Hromadske Radio is documented on two levels. It employs Tetiana Kurmanova (Programming Director), and it is also the organization that delegated her to the Public Integrity Council: the High Qualification Commission of Judges recognized Hromadske Radio (EDRPOU 33408627) as meeting the requirements for participation in the assembly forming the PIC by decision No. 40/zp-23 of 27 July 2023, and Kurmanova was elected to the PIC’s third composition as a reserve member for the term 14 August 2023 – 15 August 2025.

The PIC systematically applies integrity criteria equating connections to occupied Crimea with connections to the Russian Federation. Paragraph 1.5 of its Indicators of Integrity lists visits to “the Russian Federation after the start of the armed aggression” and to “temporarily occupied territories” in a single enumeration as markers of support for aggression.

Hromadske Radio did not participate in the assembly forming the fourth composition in 2025 and is not listed in HQCJ decision No. 138/zp-25 of 21 July 2025.

Hromadske Radio is documented on CrimeaWatch because it applied for and was granted admission to the assembly that forms the Public Integrity Council, and delegated its programming director, Tetiana Kurmanova, to the Council’s third composition, where she served as a reserve member — the body whose methodology treats occupied Crimea as equivalent to Russian territory.


Why This Profile Exists#

A public-interest broadcaster did not merely tolerate an employee’s participation in the PIC. It applied to the High Qualification Commission of Judges to take part in forming the Council, was vetted and admitted by decision No. 40/zp-23 of 27 July 2023, and put forward its own programming director as its representative.
