HQCJ Admits Hromadske Radio to the Assembly Forming the PIC Third Composition

Background#

On 27 July 2023 the High Qualification Commission of Judges adopted decision No. 40/zp-23, determining which civic associations met the statutory requirements for participation in the assembly of representatives forming the Public Integrity Council. Sixteen organizations were admitted; five were refused.

Hromadske Radio, registration code 33408627, was among those admitted. The PIC’s third composition took office on 14 August 2023. Tetiana Kurmanova, the station’s programming director, was elected as a reserve member for the term 14 August 2023 – 15 August 2025, representing Hromadske Radio.

Why the Date Matters#

The revised Indicators of Integrity, containing paragraph 1.5, had been in force since 16 December 2020. By July 2023 the PIC had applied them in negative conclusions against judges over connections to occupied Crimea — travel, property predating the occupation, resident family members.

The decision to apply for participation in forming the Council was therefore taken with the methodology public and its application documented.

In This Cycle#

The organization took part in the assembly but placed no member among the 23 recorded in the third composition. The decision was taken two years and seven months after the Council unanimously adopted the revised Indicators of Integrity on 16 December 2020. The organization did not return for the following cycle in 2025.
