Nova Kraina Civic Platform#

Present in all four compositions; four delegates in the current one

The All-Ukrainian Civic Platform Nova Kraina is a Ukrainian civic organization registered in August 2014. It is documented on CrimeaWatch as one of four organizations that have delegated members to every composition of the Public Integrity Council since 2016 — the body whose Indicators of Integrity treat visits to temporarily occupied Ukrainian territory in the same terms as visits to the Russian Federation.

Why This Profile Exists#

Nova Kraina’s involvement is both continuous and, in the current cycle, unusually broad: four of the eighteen members of the PIC’s fourth composition were delegated by it, several jointly with other organizations.

The last two entries are certified by published state acts. The High Qualification Commission of Judges vets which civic associations may take part in the assemblies that form the Council; Nova Kraina appears in decision No. 40/zp-23 of 27 July 2023 and in decision No. 138/zp-25 of 21 July 2025.

Both fall after 16 December 2020, when the PIC unanimously adopted the revised Indicators containing paragraph 1.5, and after the Council had begun applying them to judges with Crimea-related connections.

Joint Delegation and Concentration#

Several of Nova Kraina’s delegates were nominated jointly with other documented organizations — Borema with DEJURE, Volvach with the Centre for Economic Strategy, Oleshchenko with the Chesno Movement, Sekelyk with the Sich Human Rights Group. The practice of joint nomination means a small number of civic organizations supply, between them, most of the Council’s membership.

That concentration is relevant to this documentation. The PIC’s methodology is adopted by its members; where the same cluster of organizations repeatedly supplies those members, the methodology’s continuity across compositions is not accidental.

Ukrainian law treats the occupied peninsula as Ukrainian territory under temporary occupation — a regime deliberately distinct from that of a foreign state. Paragraph 1.5 assesses conduct as though that distinction did not exist. Nova Kraina has published no analysis of the conflict.

What This Profile Does Not Claim#

CrimeaWatch documents no statement by Nova Kraina recognizing Crimea as Russian territory, and none is alleged here.

The first composition falls outside the methodology claim — the 2016 delegation predates the Indicators (adopted 11 January 2019) and is recorded as institutional history, not as a documented instance. Delegation is also not a vote: the delegates voted, the organization did not.

Nomination Record#

In the assembly that formed the Council’s first composition in 2016, the organization put forward 2 candidates and one was seated. It shared no nominee with any other organization in that cycle. Across the assembly as a whole, nine organizations submitted 30 nominations covering 24 distinct people for 20 seats, and 6 of the 20 members elected were nominated by two organizations at once.

In the assembly that formed the Council’s fourth composition in 2025, the organization put forward 4 candidates and 4 were seated. Its nominations overlapped with those of DEJURE, the Sich Human Rights Group, the Centre for Economic Strategy and the Chesno Movement. Across the assembly as a whole, twelve organizations submitted 41 nominations covering 24 distinct people for 20 seats, and 14 of the 18 members elected were nominated by two organizations at once.

Cross-nomination is permitted by the procedure and is not in itself irregular. It is recorded here because the authority of the Council’s Indicators of Integrity rests on the breadth of the body that adopts them, and the published candidate tables are the only public measure of that breadth.
