Background#

On 21 July 2025 the High Qualification Commission of Judges of Ukraine adopted decision No. 138/zp-25, determining which civic associations met the statutory requirements for participation in the assembly of representatives that forms the Public Integrity Council. Twelve organizations were admitted; five were refused.

Nova Kraina was among those admitted. The PIC’s fourth composition took office on 4 August 2025, with Anastasiia Borema, Yaroslava Volvach, Yuliia Oleshchenko and Liliia Sekelyk serving as its delegates.

Background#

On 27 July 2023 the High Qualification Commission of Judges of Ukraine adopted decision No. 40/zp-23, determining which civic associations met the statutory requirements for participation in the assembly of representatives that forms the Public Integrity Council. Sixteen organizations were admitted; five were refused.

Nova Kraina was among those admitted. The PIC’s third composition took office on 14 August 2023, with Oleh Ivanov, Hanna Lysko and Svitlana Ilnytska serving as its delegates.

Background#

The PIC adopted its Indicators of Integrity on 11 January 2019 and adopted a revised version on 16 December 2020. The revised text was approved unanimously.

At the time of adoption, Eduard Myelkykh served on the PIC’s second composition as a delegate of Nova Kraina.

The Provision at Issue#

Paragraph 1.5 identifies as a marker of support for aggression conduct by a judge or candidate who “without urgent need visited the Russian Federation after the start of the armed aggression, temporarily occupied territories.” The two are listed together, with no distinction drawn between the territory of a foreign aggressor state and Ukrainian territory under temporary occupation.
