Background#

On 21 July 2025 the High Qualification Commission of Judges of Ukraine adopted decision No. 138/zp-25, determining which civic associations met the statutory requirements for participation in the assembly of representatives that forms the Public Integrity Council. Twelve organizations were admitted; five were refused.

the Public Control Platform was among those admitted. The PIC’s fourth composition took office on 4 August 2025. The Platform nominated Kostiantyn Smolov, who had served in the third composition; he was not among the eighteen members elected.

On 27 July 2023 the High Qualification Commission of Judges of Ukraine adopted decision No. 40/zp-23, determining which civic associations met the statutory requirements for participation in the assembly of representatives that forms the Public Integrity Council. Sixteen organizations were admitted; five were refused.

the Public Control Platform was among those admitted. The PIC’s third composition took office on 14 August 2023, with Kostiantyn Smolov serving as its delegate.

Why the Date Matters#

The revised Indicators of Integrity, containing paragraph 1.5, were adopted unanimously on 16 December 2020. By the date of this decision the PIC had applied them in negative integrity conclusions against judges over connections to occupied Crimea — travel to the peninsula, property predating the occupation, resident family members.
