Background#
On 21 July 2025 the High Qualification Commission of Judges of Ukraine adopted decision No. 138/zp-25, determining which civic associations met the statutory requirements for participation in the assembly of representatives that forms the Public Integrity Council. Twelve organizations were admitted; five were refused.
the Sich Human Rights Group was among those admitted. The PIC’s fourth composition took office on 4 August 2025, with Serhii Kryvonos, Yaroslav Nahalka and Liliia Sekelyk serving as its delegates.
Why the Date Matters#
The revised Indicators of Integrity, containing paragraph 1.5, were adopted unanimously on 16 December 2020. By the date of this decision the PIC had applied them in negative integrity conclusions against judges over connections to occupied Crimea — travel to the peninsula, property predating the occupation, resident family members.
The application to take part in forming the Council was therefore made with the methodology in force and its application a matter of public record.

The organization’s delegation accounts for 3 of the 18 members recorded in the fourth composition. The decision was taken four years and seven months after the Council unanimously adopted the revised Indicators of Integrity on 16 December 2020. This was the organization’s first admission to a PIC forming assembly.
