TOM 14 delegated Yevhen Vorobyov to the Public Integrity Council’s second composition — the composition that unanimously adopted the revised Indicators of Integrity on 16 December 2020 — and Yurii Nikolov to the third composition in 2023, following the organization’s admission by HQCJ decision No. 40/zp-23 of 27 July 2023.
The PIC’s Indicators of Integrity, paragraph 1.5, treat a judge who “without urgent need visited the Russian Federation after the start of the armed aggression, temporarily occupied territories” as displaying support for aggression, placing occupied Ukrainian territory and the aggressor state in a single enumeration.
TOM 14 is a separate legal entity from Bihus.Info (EDRPOU 42824348), which is documented on this site in its own right; the two share leadership.
This profile does not allege that TOM 14 has made any statement recognizing Crimea as Russian territory. It has not.

Delegate present at the unanimous adoption of the revised Indicators
TOM 14 is a Kyiv civic organization registered in October 2015 and headed by the investigative journalist Denys Bihus. It is documented on CrimeaWatch because it delegated Yevhen Vorobyov to the Public Integrity Council’s second composition — the composition that unanimously adopted the revised Indicators of Integrity on 16 December 2020 — and Yurii Nikolov to the third.
Why This Profile Exists#
TOM 14’s involvement spans the single most consequential moment in this documentation. On 16 December 2020 the PIC adopted, unanimously, the revised text of its Indicators of Integrity containing paragraph 1.5. TOM 14’s delegate was on the Council when that vote was taken.
The organization then returned in the next cycle: it applied for admission to the 2023 assembly, was vetted and admitted by decision No. 40/zp-23 of 27 July 2023, and nominated Yurii Nikolov, who took office with the third composition on 14 August 2023 and left it on 20 September 2023. TOM 14 did not take part in the 2025 cycle.
Relationship to Bihus.Info#
TOM 14 and Bihus.Info are distinct legal entities with different registration codes — 40067390 and 42824348 respectively — that share leadership in Denys Bihus. Both are documented on this site, and this page concerns only TOM 14’s own acts: the delegation of Vorobyov and Nikolov, and the 2023 admission.

Delegation is not a vote. Yevhen Vorobyov voted on 16 December 2020; TOM 14 did not. What is documented at the organizational level is that TOM 14 had placed him on the Council and has not publicly objected to the text adopted. Yurii Nikolov’s term lasted five weeks, and this page does not attribute the Council’s subsequent conclusions to it.
