HQCJ Admits the UBA to the Assembly Forming the PIC Fourth Composition

Background#

On 21 July 2025 the High Qualification Commission of Judges adopted decision No. 138/zp-25, recognizing twelve civic associations as meeting the requirements for participation in the assembly forming the PIC’s fourth composition and refusing five others.

The Ukrainian Bar Association was again among those admitted, nominating Orest Bumba and Svitlana Ilnytska. Both were elected; the fourth composition took office on 4 August 2025.

The Tenth Year of Uninterrupted Participation#

With this cycle the UBA became the only organization documented on CrimeaWatch to have delegated members to every composition of the Public Integrity Council since its creation in 2016 — a continuous record across four cycles and ten years.

Background#

On 27 July 2023 the High Qualification Commission of Judges of Ukraine adopted decision No. 40/zp-23, determining which civic associations met the statutory requirements for participation in the assembly of representatives that forms the Public Integrity Council. Sixteen organizations were recognized as meeting the requirements and five were refused.

The Ukrainian Bar Association, registration code 26334715, was among those admitted. On 14 August 2023 the PIC’s third composition took office, with Oleh Yakymiak and Nazar Martyniuk serving as UBA delegates.

UBA Delegates Serving at the Adoption of the Revised Indicators of Integrity

Background#

The PIC adopted its Indicators of Integrity on 11 January 2019 and adopted a revised version on 16 December 2020. The revised text was approved unanimously.

At the time of adoption, three members delegated by the Ukrainian Bar Association served on the PIC’s second composition: Dmytro Ostapenko, Andrii Savchuk and Oleh Yakymiak.

The Provision at Issue#

Paragraph 1.5 identifies as a marker of support for aggression conduct by a judge or candidate who “without urgent need visited the Russian Federation after the start of the armed aggression, temporarily occupied territories.” The two are listed in a single enumeration, with no distinction drawn between the territory of a foreign aggressor state and Ukrainian territory under temporary occupation.
