Background#

On 21 July 2025 the High Qualification Commission of Judges adopted decision No. 138/zp-25, recognizing twelve civic associations as meeting the requirements for participation in the assembly forming the PIC’s fourth composition and refusing five others.

The Ukrainian Bar Association was again among those admitted, nominating Orest Bumba and Svitlana Ilnytska. Both were elected; the fourth composition took office on 4 August 2025.

The Tenth Year of Uninterrupted Participation#

With this cycle the UBA became the only organization documented on CrimeaWatch to have delegated members to every composition of the Public Integrity Council since its creation in 2016 — a continuous record across four cycles and ten years.

Of those four cycles, three fall entirely within the period in which the Indicators of Integrity and paragraph 1.5 were in force.

What the UBA Has Not Said#

In the four and a half years between the adoption of the revised Indicators on 16 December 2020 and this admission, the Ukrainian Bar Association published no analysis of the conflict between paragraph 1.5 and the legal regime of the temporarily occupied territory, and made no public call for the provision to be amended.

The organization took part in the assembly but placed no member among the 18 recorded in the fourth composition. The decision was taken four years and seven months after the Council unanimously adopted the revised Indicators of Integrity on 16 December 2020. This was the organization’s second consecutive cycle: it had also been admitted in 2023.
