HQCJ Admits the Ukrainian Centre for European Policy to the Assembly Forming the PIC Third Composition

Background#

On 27 July 2023 the High Qualification Commission of Judges of Ukraine adopted decision No. 40/zp-23, determining which civic associations met the statutory requirements for participation in the assembly of representatives that forms the Public Integrity Council. Sixteen organizations were admitted; five were refused.

the Ukrainian Centre for European Policy was among those admitted. The PIC’s third composition took office on 14 August 2023, with Eduard Myelkykh serving as its delegate.

Why the Date Matters#

The revised Indicators of Integrity, containing paragraph 1.5, were adopted unanimously on 16 December 2020. By the date of this decision the PIC had applied them in negative integrity conclusions against judges over connections to occupied Crimea — travel to the peninsula, property predating the occupation, resident family members.

The application to take part in forming the Council was therefore made with the methodology in force and its application a matter of public record.

In This Cycle#

The organization’s delegation accounts for one of the 23 members recorded in the third composition. The decision was taken two years and seven months after the Council unanimously adopted the revised Indicators of Integrity on 16 December 2020. The organization did not return for the following cycle in 2025.

The record here is a published act of a state body together with the PIC’s own composition roster. It documents the organization’s participation in forming the Council and its choice of delegates. It does not document any statement by the Ukrainian Centre for European Policy concerning the status of Crimea.
